Sapporo Declaration

 In 1981 at the 1st World Congress in Singapore, disabled people recognized that we must unite and we must fight for our rights. Today in 2002 we are united, and we stand together as never before. We have national assemblies in some 135 countries in every continent of the world. We are ready to fight for our rights!

 In Sapporo, our largest gathering yet, more than 3,000 people from some 109 countries have heard presentations and debated issues, we recognize that much has been achieved since our inception in 1981; we also recognize that much remains to be achieved. According to the United Nations statistics, there are 600 million disabled people worldwide, 82% live in developing countries. Unlike other citizens of their societies, disabled people live in the most deplorable conditions, isolated and excluded from their communities by barriers of policy, environment and attitude. For this reason, we fight against wars, poverty and the eradication of all forms of discriminations especially against disabled persons.

 Disabled people are unquestionably the largest and most discriminated minority group in the world, whose human rights are systematically violated. These violations against the poorest of the poor result in worsening living conditions, degrading in human treatment, lack of adequate housing, healthcare, education, employment, social inclusion and, often face death. Our rights under existing UN conventions are generally ignored or marginalized in monitoring procedures. Therefore:

 * We demand a specific international convention as an instrument of binding norms to protect and respect the full enjoyment of our human rights. This convention must be human rights in nature and not economic and social based.

 * Disabled people demand a voice of our own in the development of this instrument. We must be consulted at all levels on all matters that concern us.

 * We urge all countries to support the formulation and adoption of this convention and we encourage all disabled people and their organizations to educate the public and their political representatives on the need and benefits of a convention.

In addition:
 We demand that every country adopt and implement anti-discrimination legislation and policies that ensures the equalization of opportunity for disabled people.


World Council's Report (02.10.18) Joshua Malinga, DPI World Chairperson
 I am so happy to make the world council's report across the four years.

 We had been making an effort at having debates and discussion and at pursuing the solution through this formula with the concept," Freedom from barriers: celebrating diversity and right". It was a success. I hope every person got benefits, and would bring them to their countries to force the movements there.

 I'm glad to meet wonderful peoples here and I'm glad about their cooperation. I have been supported while I am the chairperson .The congress also made a great deal of effort. The sectors are developed; there were a lot of discussion. In the future also, we will develop ourselves, take movement, speak aloud and claim. They are what we have to do .The congress members have had meeting at Helsinki. I think it was a turning point for the congress. The DPI have also discussed about the organization, ideal ways of the administration, and new mission visions. We have to make our accountability clear, to keep acting to make new motivations, and to make this organization bigger.

 In the future, DPI will start to pay attention to disabled women, who are looked down and who could not participate before, and to raise their states. We also will pay attention to disabled children, aborigines, and person with mental disabilities. The DPI have grown from the situation in which just a concept was made at the very beginning. Now about 135 countries international organization are established and take movements. At this formula also, five more countries applied the registration. Regarding to new official, we need to talk through gaps between rich and poor.
We publish newsletters three times a year, so please bring them to your countries, and we would like to get new information of programs or events from your countries. We also keep updating the list, so please give us information.

 For DPI, the important fields are to reflect the aspect of the situation in which people with disabilities have in the human rights documents through the monitoring, to use the human right documents of exist agreement, like the declaration of human rights in 1948 and so on. Every year, rights are infringed on. Every person must be equal and enjoy our rights. International monitoring are required, We got an agreement from commissioners in United Nations that we need to recognize the force of law regarding to Convention on Rights of people with disabilities. We hope you approach support and expression of supports of convention on rights, DPI will support for it.

 We have many kinds of problems, so we need the exchange of information. Wars and conflict are making a lot of people with disabilities in the world. There are analysis that 25%of overall population are people with disabilities by 2025.
Our congress have had assemblies all over the world regularly or as needed. Especially, this whole year, we have discussed the administration and the organization. As a chairperson also, I have vested all over the world and participated the meeting and visited the United Nations for Convention on Rights. I appreciate everyone concerned and organization committee, and I'm so glad to work with them.

 Japanese members are our friends and siblings. I would like to express our gratitude on behalf of the world council for warm support of you in Japan. Please support us also in the future.
I shall express our gratitude for organize having been strengthened by cooperation of you in each block. I'll also say thanks very much for the charge Secretary of State in Canada attending for today. Please we wish must to express our gratitude for her capital help since the DPI foundation, and continue supporting for Canadian Government.

 Hereafter, DPI will aim at the resolution of the issue toward before. The challenge spirit is expected of a new chairman.
My duty as a chairman ends today. I will express our gratitude for your support since my chairman assumption. I've been happy as the chairman. It was also happy that people in our Africa were able to receive supports from the DPI-supporters all over the world.
I hope that our ardent wish will come true. DPI had sent the loud shout and the message for these 22 years. Let's take the result of the congress home to our own region.

New World Chairperson of DPI― Venus Ilagan
 I think it is honored for me to be the first female Chairperson of DPI. At the same time, I am recognizing that we have to address many tasks. We must overcome barriers with realizing inclusion, diversity in society, and social justice. It is possible to get over various obstacles by cooperating together. While displaying leadership, I will respect the importance of "team play".

 I would like to express my gratitude to our leaders, who have brought me up until now. According to their teaching, I want to succeed to current DPI.

 Yukiko Nakanishi, Shoji Nakanishi, Akiyoshi Yamada, Ron Chandran-Dudley, Kalle Konnkolla, Joshua Malinga, Eita Yashiro, thank you very much from the bottom of my heart for your support. Thank you very much for your empowerment for people with disabilities, Judy Heumann, who empowers other women with disabilities. Japanese government, Prefectural Government of Hokkaido, Sapporo City Government, Satoru Misawa and Japan National Assembly of Disabled Peoples International, Sapporo Organizing Committee for the 6th DPI World Assembly in 2002, People work at NGO, and many of thousand of volunteers,thank you very much for your work for making the Assembly successful. United Nations Voluntary Fund on Disabilities, Canadian International of Development Agency, Abilis Foundation, Grovel Fund for Women, Moira Horgan-Jones, Organizing Committee for the International Forum on Disabilities to Mark the End Year of the Asian and Pacific Decade of Disabled Persons, Translators, Media, and more people who contribute their time to the Assembly, thank you very much for your contributions for the Congress. Remarks by David Kilgour

 DPI is a unique organization that truly "celebrates diversity" and the only disability organization that has as its mandate the basic rights for persons with disabilities.

 n 1996, many disabled Canadians faced significant barriers that prohibited full participation in the social and economic life. They lamented public ignorance about disability and the inadequate support for disability organization. Then, they were demanding "full citizenship."

 Government programs that deal with disability must incorporate the individual and particular needs of persons with disability at their very core. We stopped looking at programs designed for people with disabilities in general, and started identifying way to empower individuals with disabilities. They became participants in programs directed at them. Namely, it is a paradigm shift to "independent living."

 Thanks to DPI, independent living movements for Canadians with disabilities have advanced. We're very proud of DPI and will continue to support it.

 A United Nations Convention on the Rights of Disabled Peoples is the product of disabled people's efforts and energy. Canada strongly supports the principles of the proposed convention.

 People with disabilities are not heroes. They are no difference than you and me - folks who have many dreams and lots of aspirations. It is very important to create good ties among people and take action. According to old adage, there are three types of people in this world:

 Those who make things happen;

 Those who watch things happen;

 And those who wonder what happened.

 Dear the participants from all over the world:
.
 The Disabled Peoples' International 6th World Assembly in Sapporo, Japan is about to have the ending. I believe that over 3,000 participants from all over the world would have memorable four days in Sapporo.

 In this assembly, I think that there were various meetings among you participants. I believe that people shared laughter with each-other and discussed excitedly about issues. I wish the meetings had a meaning for our brighten future.

 More than 3000 people gathered in this assembly. In this sense, I would like to say that Disabled peoples' International 6th World Assembly was succeeded. However, whether in a true meaning of the success or the failure will be asked in 10 or 20 years later. When all participants look back on the Assembly in the future, I hope they will talk about memorable four days and congratulate the time for now.

 The word "convention on human rights" was talked about here and there. Human rights are not like souvenir someone gives you. I believe that we know that we enable to reach our dream, human rights for all people with disabilities in the world.

 Were we able to find anything which was able to be entrusted to companions in the future through this rally? Does the document including "Sapporo declaration" adopted today become a message to the generation in the future? We, individuals, should take a responsibility toward our future for people with disabilities in your countries.

 Finally, I thank for the volunteers who supported this assembly and the sponsors. I thank for the all participants from all over the world. Let us meet again four years later.
