Opening Ceremony of Disabled Peoples・International 6th World Assembly Record number of participants:3,000 people from about 100 countries

Welcome Message Chairperson, Japan National Assembly of DPI Akiyoshi Yamada "A big role of and a big expectation for DPI " 　I would like to welcome the participants from all over the world, and deepest appriciation for the citizens of hosting prefecture and city. 　Since it's foundation, DPI-Japan has aimed at the Society which the dignity of each individual be guaranteed. Today, more than 3,000 people from 108 countries participate in this congress. This number makes me think of the significant role and expectations to DPI in the movement of people with disabilities. 　I would like to express my heartfelt gratitude for staffs working without sleeping or resting. Thank you very much. 　Den Pu Fang (Preseident of China Disabled Persons Federation) 　DPI was born in Singapore twenty years ago. During the two decades, social movements for people with disabilities have progressed; moreover, they themselves has brought into action in the new century and the movements are going to keep developing. DPI has made a great contribution to the progress of social status of disabled people; so, DPI will never recede anymore. 　An international system to advocate the rights of people with disabilities is necessary for human rights and the improvement of living conditions of people with disabilities. China is going to make effort to improve the status of the sixty million of people with disabilities. I am expecting DPI's activity. The first thing is the solution of war and poverty 　The House of Representatives・Deputy President of Diet Members・Federation to promote international conferences of disabled people Takahiro Yokomichi 　Two years ago, we formed "Diet Members・Federation・to back up "Asia and Pacific Decade of Disabled Persons" Since then, we have wrestled with the enactment of the Barrier Free Act of Transportation and so forth. However, we should recognize the fact that there are still lots of different discriminations against people with disabilities. For the solution of the circumstances, as a matter of great urgency, we need to pass an effective Anti-discrimination Law. Let us keep the promise that we will make an effort to change the world, which guarantees the human dignity including the solution of war, poverty and environment.

The Keynote Speech by Judy Human

She was very pleased to see may achievement that have been made in so many countries due to strong grass-roots work. 　Now, Japan has more than 100 IL centers at taking a great leadership on empowering individuals in Asian Region under the leadership of Sen. Yashiro at DPI-Japan. 　Correctly, more than 45 countries have anti -discriminatory laws. However we have to continue our advocacy st commitment to the empowerment of all disabled people.

symposium Road to Convention on Human Rights How we realize a convention based on human rights ?

Symposium took place from 14:00. All the past DPI World Chairpersons earnestly argued and their opinions are exchanged towards convention for disability rights.

Joshua Malinga 　Human rights are rights which human has and should not be taken. However, we recognize that our rights have been violated and discriminated. We need anti-discrimination act, and convention on human rights. Being all of organizations of people with disabilities and seven organizations of IDA united, I want to raise disability movements at domestic and international level, and to realize this mission.

Kalle Konnkolla 　The necessity for convention for disablity right is for the people with disabilities are isolated. We need to more consider "discrimination" and "human rights". It is necessary to advance training and to consider by what directivity it promotes using a treaty. If the convention would not supported by governments, it will be finished with just a document. I’d like you to appeal to the government what disability is, what discrimination is, and what we need, at each your country.

Bengt Lindqvist 　Towards convention on human rights, Mexico proposed the draft at the United Nations General Assembly last year, the resolution was carried out, and the Ad Hoc Committee was established. However, the contents of a resolution do not deliberate the convention itself and are discussing the necessity to establish the convention. The Ad Hoc Committee carried out the principle "being based on human rights", and "participation of disbled peoples’ organization from its beginning". We are standing on the crossroads whether we should make the convention based on international standard of human rights, or the one based on the general measure. 　People with disabilities should participate in the stage of debate and should appeal a clear message to the United Nations

Ron Chandran-Dadley 　Since 1983, Disability movement of DPI has insisted "Increase oppotunities to people with disabilities" to nations and the United Nations Organs, and has provided them with opportunity. The resolution on the United Nations is inadequat, we have had countries made a plan, have made effort to convention. With regard to Social development, I considered convention should be enacted. But there was also an opinion said "Governmental responsibility then becomes heavy." As a result of movement over 20 year, people with disabilities should live as citizens in community on an equal basis.
