■　福岡宣言　■

　我々、中国、日本、韓国、モンゴル４カ国の障害者代表は、2005年６月9日から12日、第２回DPI北東アジア小ブッロク会議のため福岡に集った。

2002年、全世界６億の障害者の決意と希望をこめた第6回DPI世界会議札幌大会において、我々は、国際社会に対して、｢障害者の権利条約｣の制定と、障害者差別廃のために障害者差別禁止法の制定及び、障害者の社会へのインクルージョンを促進する自立生活基盤の創造するための努力を加速することを強く訴え、障害者が哀れみと慈善の対象ではない、権利の主体となるよう訴えた。
　また我々は、2003年の済州宣言によって、障害者の権利条約の制定のために、連帯と行動を強化するという決意を確認し、各国政府の積極的な役割を重ねて訴えた。
　そしてここ福岡で、活動および経験を検討し共有して、次のように決議する。

―　権利条約制定を通して、全世界６億の障害者の権利が完全に保障され、障害当事者の声が反映されるために、障害の種別と性別、民族と国籍を超えて固く団結し、
―　バリアフリー社会の建設を阻害する、障害者に対して行われているすべての社会的差別を撤廃するために、可能なすべての具体的な実践方法を模索し、
―　我々は、2年に一度行われる北東アジア小ブロック会議を通して、より緊密な国際協力を行うために連携を強化し、
―　障害種別と程度に関係なしに、障害者自らが自分の住む地域で、自分の生き方を計画し決定することができるようにするために自立生活運動を活性化し、
―　男性中心の社会、非障害者中心の社会において、二重の差別を受けている障害を持つ女性の権利の回復とエンパワーメントのためのネットワークを強化し、
―　さらに北東アジア地域４カ国はアジア・太平洋地域の事務局と緊密な協力関係を構築し、アジア太平洋地域の障害者の権利回復のための努力を行う。

我々は、第２回福岡会議を通じて、社会の変革のために私たち自身の可能性を確認した。国際協力の活動の過程で、我々の力を一層強化し、市民社会との連帯と支持を通じて、差異が差別とはならない、多様性が息づく社会の建設を成し遂げるために努力する。



FUKUOKA DECLARATION


We, disabled people’s representatives of four countries – China, Japan, Korea and Mongolia – met at the second Disabled Peoples’ International Northeast sub-regional meeting held on 9-12 June 2005 in Fukuoka, Japan.

In the year 2002, Disabled Peoples’ International 6th World Assembly in Sapporo, with resolution and hope of 600 million persons with disabilities worldwide, we urged the international community to accelerate the efforts to enact the International Convention on Human Rights of Persons with Disabilities, to establish an anti-discrimination law for eradication of discrimination against disabled people, and to create the foundation for independent living that promotes inclusion in a society; thereby persons with disabilities are treated with no pity or mercy but with human rights.

Through the 2003 Jeju Declaration, we confirmed our resolution to strengthen our solidarity and actions for enactment of the International Convention on Human Rights of Persons with Disabilities, urging each government to play more active roles in this regard.

Following the 2002 Sapporo Declaration and 2003 Jeju Declaration, we reviewed and shared our activities and experiences here in Fukuoka, and resolve as follows:

- to be strongly united beyond types of disabilities, sexes, countries and nationalities, in order to fully guarantee the rights of 600 million disabled people worldwide as well as to reflect the voice of our own through the adoption of the International Convention,
- to work for all the possible concrete actions to eradicate any sort of social discrimination against persons with disabilities, which prohibits building barrier-free society,
- to strengthen collaboration for closer international cooperation through the biannual Northeast Asia sub-regional meeting ,
- to activate an independent living movement to makes it possible for persons with disabilities regardless of types and levels of disability, plan and self-determine how to live in a community with our own choice,
- to strengthen the network of women with disabilities, who are under the double discriminations in the male-dominated and persons without disabilities-centered societies, for restoration of their rights and empowerment, and
- to make a contribution to the efforts for restoration of rights of persons with disabilities in this Asia-Pacific region by building cooperative relation with the DPI Asia-Pacific Regional Office.


In this second Northeast Asia sub-regional meting in Fukuoka we confirmed our own potentials to innovate the society. In the process of actions for international cooperation, we strengthen our capacity, and do our best to construct the society, where differences no more become discrimination but diversities, based on solidarity with and support from civil society.
